This assessment is at least not supported by either the announcement nor the readme file, and also not by the original documentation:

I'm not sure I understand what you mean here. If you just want to "get" these files in the sense of downloading them it should work like for any other file with OWB. You can then use DJVUViewer (see prior news) to display the downloaded file. If on the other hand you want to display them in the OWB context by means of a plugin then no, such a DjVu plugin doesn't exist for OWB. There isn't even a plugin for the far more widespread PDF format.
But all is not lost. There is a JavaScript based PDF viewer that actually works in OWB:
